Since 2007 ECS – Estimating and Construction Support has been offering a multi-disciplinary business model which provides estimating and construction support services.

ECS has successfully supported a diverse array of clients ranging from small subcontractors right through to Australian Tier One contractors and Government divisions.

The wealth of experience amongst our team provides ECS with a competitive advantage to be able to service a diverse range of markets including; roadworks , mining, marine, aviation, defence, water, coal seam gas, rail and utilities.

Our team includes estimators, quantity surveyors, programmers, reviewers and so much more. Our people are able to provide support based upon real firsthand experience given that they have spent a considerable amount of time within the field.

Experience

The ECS team have collectively gathered over 300 years’ experience in the delivery of a variety of civil and construction industries throughout all phases of a project.

Site-Based
Experience

Site based experience is invaluable when applied to the costing and scheduling of projects. ECS staff have all come on board with a strong site-based background. Each member has spent on average 10 years in site-based roles from Concrete Manager, Project Engineer, Construction Manager through to Senior Project Manager.

The projects ECS staff have been involved in include dams, roadways, large earthworks and mining projects, concrete structures, marine projects, bridges and much more.

Total Project Life Cycle

The total project life cycle approach is vital during all phases of a project. ECS staff have extensive experience in providing services throughout the total project life cycle, incorporating Pre-Project, Pre-Contract, Project Delivery or Project Completion Phase. ECS’ track record includes Feasibility Assessments, Tender Submissions, Budget Development, Variation Claims, Scheduling, Cost Control, Independent reviews, Constructability advice, Quantity Surveying, Risk Assessment & Modelling and more.

Peter Corica

Owner / Managing Director

Peter founded ECS in 2007 with his wife Lisa, after more than 20 years as an Estimator and Bid Leader with some of QLD’s leading civil contractors. From the outset, it was Peter’s vision to establish ECS as the leading provider of estimating and construction services to the Civil Construction industry.

From small, privately-owned contractors to Tier One publicly-listed organisations, Peter has established long-term client relationships and a deep understanding of each client’s unique business needs.

Lisa Corica

Financial Controller

Lisa brings to the ECS team, over 20 years of finance and administration experience encompassing the functions of accounts receivable, accounts payable, payroll, superannuation, taxation, credit management and general office management.

Lisa demonstrates a strong commitment to establishing genuine and professional relationships with all of ECS’s clients, suppliers and staff. Her attention to detail and highly-developed organisational skills are second only to her ability to provide a unique perspective on the business strategy, planning and culture. As a key contributor to the ECS management team, Lisa champions the ECS values of honesty, integrity, collaboration and commitment in everything she does.

Simon Neale

Chief Estimator

Simon commenced his career in the civil construction industry 17 years ago, constructing a Roller Compacted Concrete Dam and water supply schemes in the rural villages of South Africa.

Simon has worked on minor and major infrastructure projects for small contractors through to first-tier contractors in NSW, QLD and NT where he has gained experienced in:

  • Micro-tunnelling
  • Pipelines
  • Earthworks and ground improvement
  • Road pavements
  • Concrete structures including bridges and precast concrete elements (pre and post tensioned)
  • Tunnel-boring machine launch shafts
  • Cut & cover structures and box jacks
  • Dredging
  • Port container terminal works
  • Dam construction

Igor Tilniak

Senior Estimator

Igor brings to the ECS team over 18 years experience within the Construction industry.  He brings a wide range of project delivery experience having worked on Civil, Structural Construction projects in technical, co-ordination and management roles.  Igor is able to provide support in Cost Estimation, Cost Management, Planning and Scheduling, Contract Formation as well as Tender Preparation and submissions.

Simon Tormey

Quantity Surveyor

Working in the construction industry for many years as a quantity surveyor, Simon brings a wealth of knowledge to ECS. Simon’s extensive experience includes all phases of construction from pre-construction through to post construction including;

  • Budget estimating
  • Approximate estimating
  • Cost planning and advice on tendering procedures and contract arrangements
  • Measurement of quantities for cost planning and bill of quantities
  • Negotiating tenders and pricing with contractors
  • Project administration
  • Preparing cost reports
  • Measurement of work
  • Adjustment of variations in accordance with contract conditions.

Post construction capability includes preparation of final accounts and reports, negotiations of variations and preparation of taxation depreciation schedules.

Simon has been a strong and consistent part of ECS for over 8 years and has been instrumental in the growth and stability of ECS.

Reynaldo DeGuzman

Quantity Surveyor

Rey brings a strong track record of successful tenders in Queensland in resources, transport sectors and oil & gas sector. Results oriented, hands-on construction and development professional with 21 years of experience in civil works. Successful completion of road projects in Papua New Guinea co-coordinating trades, dealing with construction consultants and site supervisors, vendors and clients while maintaining cost of the projects.

Rey is well versed in tender documents – preparation and submission, supply and subcontractor procurement, and site management. Advance user of Windows applications along with Expert Estimation Software, Benchmark Estimating Software, Bluebeam, Visual Basic Programming. Basic knowledge in AutoCAD 2007 and Primavera.

Tracy Notaro

Administration

Tracy brings to the ECS team over 15 years of Administration, Customer Service and Accounts experience.

Tracy’s position at ECS includes administration and tender support to the Estimating Team. She also provides support for the development and maintenance of the ECS’s internal quality system and document management procedures.

David Bowen

Bid Leader / Peer Reviewer

This senior role utilises the expertise David has gained over 40 years in the construction industry. David began his career in 1970 as a Cadet Engineer with Thiess Bros. During this time he completed a Certificate in Civil Engineering, worked on major construction projects and with this experience developed skills in estimating and contract review. David continued to work within the construction industry gaining invaluable experience in various roles, working for both first and second-tier companies on projects in Australia and overseas and then specialising in Pre-Contracts and Estimating.

David’s professional career extends to elected positions with the Civil Contractors Federation (CCF) as board member, branch treasurer and representation on various committees.

This widespread knowledge makes David a coveted professional in his current role and brings the technical expertise to challenge estimates through the Peer Review process to ensure a high standard and quality is continually achieved within ECS

Bill Baseley

Risk Analyst / Auditor

Bill has more than 26 years’ experience in senior financial, advisory, general management and project management positions gained in the construction, mining and chemical manufacturing industries. With wide ranging financial and statistical knowledge and accounting skills, he provides clients with an enhanced level of service in the analysis and cost delivery of projects. These areas include risk modelling, project cost to complete analysis, procurement selection modelling, project audit and general financial metrics.

Bill is a Fellow of the Chartered Institute of Management Accountants and is also a Chartered Global Management Accountant. He was awarded the Leverhulme Prize for Management Accountancy and Quantitative Techniques by the Chartered Institute of Management Accountants. His qualifications also include a Diploma in Business Studies from Kingston-upon-Hull Polytechnic, UK. Bill has lectured in Management Accounting and Quantitative Techniques at Birmingham University, UK and the NCCM Mining College in Chingola, Zambia.
